Huenyan government accepts Acalan Manifesto, sets elections
In the first revelation of the outcome of a closed debate among the members of the Huenyan Assembly, the Cuauhtlatoani (Vice-Speaker) of the Huenyan Federation, Tiacihitli, announced today that the Assembly has accepted the proposal known as the Acalan Manifesto, and has set a timetable for proposed elections.
"We will immediately begin the process of registering political parties, setting up an electoral commission, and preparing to hold elections for local, state and Federal positions on the date of December 1st, 2021," Vice-Speaker Tiacihitli announced. "A Committee on Electoral Standards will be created, with seats given to representatives of all four Huenyan ethnic groups, as well as a representative for those not of Huenyan ancestry. In addition, seats will be reserved for representatives of different social, political and religious backgrounds, to ensure that the electoral system created in Huenya is as fair and democratic as possible."
The position of Vice-Speaker, which has been given the powers of head of government, will be one of the positions up for election, and the current Vice-Speaker confirmed that he intends to run for the position as a candidate for the Unification Party of Huenya.
In addition, each region of Huenya will also create regional assemblies to serve as legislatures. The position of tlahtoāni for each region will also become an elected role, rather than one chosen through a "selection" process by a special council.
One of the most important points of the Acalan Manifesto - the creation of a second legislative house on a Federal level to go along with the Huenyan Assembly - has also been approved, with elections for this second house to also occur on December 1st. This new house has tentatively been named the Chamber of Deputies. Once elections are completed, the Huenyan Assembly will be renamed the Chamber of Executives, and the combined entity will form a bicameral legislature known as the Huenyan Federal Legislature.
"We have heard the will of the people of Huenya, and we will ensure that will is made reality. The Huenyan Federation will emerge as a new star rising in Caxcana, one which will shine as a beacon of freedom, equality and prosperity," the Vice-Speaker said.
Vice-Speaker Tiacihitli also issued a formal condemnation of the "acts of wanton pillage" that Xiomeran Imperial forces allegedly engaged in during their withdrawal from Huenya. "These were acts of spite and malice by a wounded beast lashing out, seeking to punish us for seeking freedom. Let no one in the world be deceived otherwise," the Vice-Speaker said. "Despite these barbaric crimes against humanity, Huenya will rebuild and will succeed, and will stand as a mirror to the dark and evil Empire to our east."
The Vice-Speaker added that the Huenyan government may add itself to the list of nations demanding reparations from the Xiomeran Empire at the Jinyu talks due to the alleged destruction and transfer of resources from Huenya to Xiomera in the aftermath of Huenya's defacto independence from the Xiomeran Empire. The Milintican government, along with the former Xiomeran territories of Manauia Island and the Netlcoātl Islands, are already seeking reparations from Xiomera. The Xiomeran government, through a spokesperson, told DTNS that "we are not in the business of giving handouts" and that the Xiomeran government has "no intention whatsoever" of honoring any reparations demands.
